Snooping and Stealing
From UO:PvE Wiki
Inspect a nearby pack or attempt a permitted theft, with criminal and young-player restrictions.

Snooping#
Opening another creature’s container invokes Snooping. Stay within 1 tile. Success checks Snooping from 0 to 100; a failed snoop can reveal you, and attempts can be noticed by nearby players.
Snooping applies a small karma loss. Permission checks still apply; a successful peek is not permission to take an item. A trapped container can trigger its trap when snooped.
Stealing#
Use Stealing with both hands empty, then target an eligible item or creature. Ordinary theft requires adjacency and uses item weight in its difficulty. The default maximum weight is 10 stones, with no current override found.
Young characters cannot steal from players or creatures, and young victims are protected. Player theft requires the older NPC Thieves Guild membership checked by the theft system; the new multi-guild Society membership alone is insufficient.
Shopkeepers marked invulnerable, equipped items and protected possessions have exclusions. Being caught can make you criminal. The source’s modern-expansion defaults do not allow stealing containers.
Guild field work#
Thieves commissions use eligible hostile wild targets and their own recorded objectives. Keep player theft, ordinary stealing and the Society commission rules separate when checking why an attempt failed.
