LRC, LMC and resource consumption
From UO:PvE Wiki
Reagent saving is a chance; mana reduction changes the amount paid, with separate progression and spell limits.

Lower Reagent Cost#
For an ordinary spellbook cast, effective LRC is compared with a random whole number 0–99. It is therefore the percentage chance to skip reagent consumption. Your progression ceilings are 20%, 50%, 80%, 100%. Scrolls, nonplayer casters and explicit free-consume duel rules have separate exemptions.
LRC does not improve casting skill or remove mana cost. Reagent consumption is checked before the fizzle check, so a spell that fails its skill roll can still consume reagents. Mana and an ordinary spell scroll are consumed after a successful skill check in the shared spell sequence.
Lower Mana Cost#
Let B be base mana, L effective LMC capped at 40, and R the Mind Rot scalar, normally 1. Final ordinary spell mana = trunc(B×(R−L÷100)). With no Mind Rot, this is trunc(B×(1−L÷100)). Progression limits LMC to 10 / 15 / 25 / 40.
Mind Rot’s player penalty is normally +25%, reduced by the source Necromancy conflict scalar. It is added into the mana scalar before LMC is subtracted; it is not multiplied after the reduction. A 20-mana spell at 40 LMC costs 12 normally or 17 under an unweakened 1.25 Mind Rot scalar.
Chivalry and weapon specials#
Chivalry requires tithing points as well as mana. LRC can waive the tithing payment on its roll, but the initial cast still checks that the normal required tithing amount is available.
Weapon specials have their own base-mana and combat-skill discount stage before LMC, plus a doubled-mana window for closely spaced specials. See the weapon-ability reference for that separate formula.
