Buying and selling with NPC vendors
From UO:PvE Wiki
NPC stock, accepted goods and restocking are specific to each vendor.

Use the shop#
Use a vendor’s Buy or Sell interaction and review the quoted item list. The current feature flags enable NPC buying and selling. Individual NPC roles still decide whether they sell, buy or provide another service.
Only goods represented in the vendor’s accepted sell list are buyback candidates. A vendor selling an item does not prove it buys that item back. Guild provisioners, for example, explicitly do not buy back goods.
Stock and payment#
The generic restock interval is one hour, with stock refreshed when the vendor’s restock logic runs. Special vendors can have their own stock or restrictions; do not assume every shop contains every recipe ingredient.
The ordinary purchase path tries backpack gold first. A total below 2,000 gold does not fall back to bank funds; purchases of 2,000 or more can use the banker if backpack payment fails. Leave delivery room and any needed follower slots. The final quoted price governs the transaction.
Placed NPCs and current stock are dynamic world state; this audit does not establish live shop locations.
